Absolutely yes you can have vinyl over under floor heating. Manufacturers do have a maximum floor temperature, usually 28 degrees C. There are specific adhesives as well which have to be used. The only thing that can help people up is if they have an anhydrite screed. These are tricky to prepare and I would never recommend them over traditional cement screeds.
