Only if going over a decking or other hard surface. If you have children’s play equipment then the 2 most common underlays have a critical fall height rating of 1.2 or 1.8m Underlay will hide any inconsistencies in a hard surface making your grass level. If you are putting a proper sub base screeded with sharp sand then an underlay is not needed. Only a geotextile weed membrane would be required Please make sure that you buy from a reputable company and be aware of a lot of fkes on auction sites.
