Yes you can lay carpet over underfloor heating. Pro Warm and one manufacturer that make an electric underfloor heating system that is designed to go under carpet. It must be installed with the correct insulation boards, but it does work with carpeted floors. You will need to let you carpet fitter know that underfloor heating is being installed too

Carpet can be used with underfloor heating, however its like a blanket covering the floor so keep the heat in the floor, as a rule its best to keep the tog(insulation value of the covering) to a minimum. You should specify your intended floor covering a the design stage to allow for the carpet this will help achieve the best results.

Carpet isn't really a good heat conductor more a heat deflector ie tradionally it keeps the cold from coming up through the floor along with the underlay. It would not be a very effective way of doing it. The best heat conductors work best ie tile, laminate, wood flooring etc. Your system needs to be designed so that it's suitable for your needs and cost effective.
