In some cases yes you do. It depends on your council area and what you are planning. In Bath for example you would need planning permission to have a dormer. Whereas a Velux only conversion only would only require building control. Just check with your local planning office.

For most loft conversions, planning permission is not required. That's because they generally fall under your permitted development rights. That said, you will need to get planning permission if your plans exceed certain limits and conditions, such as extending or altering the roof space beyond its current limits.

Planning permission is not normally required. However, permission is required where you extend or alter the roof space and it exceeds specified limits and conditions. A loft conversion for your house is considered to be permitted development, not requiring an application for planning permission, building control inspections are required

Most loft conversions will be covered under what is called ‘permitted development’ as the owner is converting and using existing volume rather than adding to the property. However watch out for things such as dormer windows cut into the roof as these are likely to require planning permission. There are also some situations where development rights on a property may not be intact so it is best to check this either with an architect or your local authority planning department.

Most loft conversations on a single domestic dwellings comes under lawful development. As long as the rules of permitted development are followed planning permission is not required. However, you should apply to local authority to check your plans are lawful. Notice to neighbours and party wall agreements should also be fully followed before work commences. All habital rooms will require building control approval.

Not always, planning permission for a loft conversion depends on your location and size of conversion. A lot of conversions can now be carried out under permitted planning but it is always best to check with your local authority to make sure. You will however still need to ensure everything is carried out to building regulations and inspected by building control.
